Earlier that morning, a person had called the Upper Tugela station commander and arranged a meeting with him. During the conversation, the caller mentioned that the meeting was in connection with their family member, who had been arrested in an operation conducted on Friday night. The reletive in question was arrested for being in possession of an AK47 assault rifle with thirteen (13) rounds of ammunition. The caller who was unknown to the station commander went further and hinted at the possibility of offering money to secure the release of his relative.
The station commander agreed to meet the caller at KwaDukuza Crossing. Due to the nature of the meeting, the station commander deployed police officers close to the meeting point for the purpose of effecting the arrest should the caller give him the bribe money.
